For starters, the Season Pack, which costs $19.99, will get you access to all content packs as they're released. No surprise to any fan of the previous games.
The Accelerator pack ($1.99) will let you customize attributes, unlock all the wrestlers, championships, alternate attires and arenas.
Coming in November ($8.99) is the New World Order pack. We already have Hollywood Hogan in the game (he'll face The Rock at WrestleMania X8 in the "30 Years of WrestleMania" mode). The nWo Pack will add Scott Hall and Kevin Nash as The Outsiders, The Giant (free), "Macho Man" Randy Savage in nWo gear, Syxx, Curt Hennig (!) and Scott Steiner (!!).
Strangely, there don't seem to be any WCW or nWo arenas available in the game. It is a bit odd seeing Syxx coming out at WrestleMania 13.
No word on whether The Outsiders will just come out to the regular nWo music, or if they'll have the "Crazy" by Seal ersatz music they entered to when they first started. Also, there's no word on whether Savage will have the "ooooooooh, yeah!" in his nWo music, or whether Syxx will come out to the "nWo B-team" theme. (Did he come out to the B-team music back in the day? I think so.)
For what it's worth, 2K's website has Hall and Nash's nWo and Outsiders attire listed separately on the "characters" page.
December ($7.99) brings the WWE Superstars and Moves Pack. Summer Rae is available for free. It includes Fandango, Big E Langston, Brie Bella, Nikki Bella, and 30 new moves.
The WWE Legends and Creations Pack will come out in January ($8.99). Virgil is available for free. (Too bad he doesn't also come as the nWo's Vincent-- it's always good to have someone to kick the crap out of.) It will include Bruno Sammartino, "The American Dream" Dusty Rhodes (who, sadly, I've only seen in polka-dots), "Ravishing" Rick Rude (who has the I-C Title belt painted on his tights), and Jake "The Snake" Roberts (who carries the bag with him). It will also include 14 new Superstar heads and models to use in Create-a-Superstar, including notably CM Punk with long hair, Daniel Bryan clean-cut, Kane with no mask, Triple H with short hair, and Undertaker with long hair.
So... this'll be fun. I'm looking forward to having the nWo in the game, especially if I can put nWo shirts on whomever I please. In my WWE '12 universe, Triple H recently joined forces with Booker T, CM Punk and (of all people) Evan Bourne, and I have them come out to the nWo music collectively, but without the shirts and TitanTron, it ain't quite the same.
If I'm gonna counter with the Four Horsemen, though, ol' Slick Ric is gonna have to do some serious recruiting. Looks like he's just about the only former Horseman in the game.

If you can wait until somebody makes really accurate versions of The New Age Outlaws for download on Community Creations, you can start an official NWO v. Degeneration X war in Universe Mode! Throw in The Shield......I can't even...
Is there really only around 32 wrestlers not including duplicates? I was totally in on this game until I took a closer look at the roster and some of the download stuff looks cool like Dusty and Jake, but why do I want a bunch of heads?
Miz and no Shield? Eh, I might just wait this one out.
I had some Amazon credit, so I figured what the heck and pre-ordered it. Having the Ultimate Warrior go nuts on everyone should be fun enough to justify the purchase.
Is it just me, or does the WWe 2k 13 have a better, well rounded roster than this one? They have Goldust in 13, but not 14, and he's currently one half of the tag team champions.

He was only in 13 because the focus of the game was the Attitude Era. He only recently rejoined the company. Too recently to make it into the game, sadly.

The really weird thing is that Piper is in WWE 2K14 as the guest referee for Bret/Yokozuna at Wrestlemania X - he even has a "Hot Rod!" shirt that says "Rowdy Roddy Piper" on the back, so it's not some random guy who just kinda looks like Piper - but he's not a playable character, not coming as DLC, nothing. I haven't made it to Wrestlemania XIII yet but I'm wondering if we get a similar appearance from Ken Shamrock.

He sure was. And the WWE 2K14 DLC has already been decided and he's not in it.
I even bought the season pass and I'd still be willing to kick in for a bonus DLC pack of Goldust, Axel, RVD, and the Usos (all should be relatively easy to convert from previous games) but I'm not holding my breath.

Piper has a superstar head too. You can essentially build a perfect Piper CAW. I think WWE.com even had a video about it.

There's no Shamrock there, as that match is listed as a submission match, as opposed to the WM X match which is a Special Referee one. (Naturally, Goldberg-Lesnar is also a Special Referee one, with Stone Cold obviously there. I haven't got there yet, but it's likely the same case for the HHH-Taker HIAC.)
There was actually an effort to get Piper on the main (non-DLC) roster; the problem is that the chapter(s) involving him would've involved Mr. T too, and it was too costly to have him in the game, as it would've been for other celebrities (too bad, would've loved to relive Money Mayweather-Big Show). Not sure why things fell through and there's no Hot Rod for DLC.
