This is potentially the most vague thread ever. How would you gauge or rate the Top 25? How would you even cut it down to 25?? Most TEAMS have 25 prospects...
The only players I can rate with any degree of certainty are the Flames top three prospects (in order): D Dion Phaneuf (WHL), LW Eric Nystrom (NCAA) & D Tomi Maki (Finland)

From NHL.com: "To be considered a rookie, a player must not have played in 25 or more NHL games in any preceding seasons, nor in six or more NHL games in each of any two preceding seasons. Any player at least 26 years of age (by September 15th of that season) is not considered a rookie."

Andrei Kostitsyn was drafted 10th by the Canadians in 2003 he was drafted 10th just because he has some health problems that he needs to overcome thus other teams were afraid to take a chance at him, he is a very promosing player. There's no way to fairly give a player a number based upon their percieved potential. The NHL's Central Scouting department has tried for years, and rarely do they give perfect rankings.
