The WAC said Thursday it was adding the University of Texas-San Antonio and Texas State to a football lineup that will lose the BCS-busting Broncos next year and key members Fresno State and Nevada in 2012.
The Texas schools and the University of Denver, which doesn't have football, will join the WAC in 2012. The current expansion plan gives the WAC eight football members.
"The addition of these three schools clearly sends a message that the WAC and its member schools are prepared to move forward to build a new WAC," Commissioner Karl Benson said.
UTSA is starting a football program that will begin play next year under former Miami coach Larry Coker, who won the 2001 BCS national championship.
I was hoping Montana would move up from FCS, but as the article states, the school president said the playoffs "provide a great experience."

Yeah, Montana lead the FCS in average home attendance in 2009, and are higher than 30 or so FBS teams. From that perspective it seems they really should move up. (Speaking of which, seriously Eastern Michigan? 5,000 per game?)

Yeah, they have the attendance, but they might not have the money.
FCS schools can give partial scholarships and their 63 full scholarships can be divided up by a max of 85 players.
FBS schools can give out 85 scholarships and partial scholarships count as a full scholarship, so it makes sense to just give out 85 full ones as they all are "full" for NCAA purposes.
Every other year, a FBS school must sell at least an average of 15,000 tickets/game. Eastern Michigan could be relegated to the FCS if they don't sell more tickets.

With these changes, ranking the non automatic BCS qualifier conferences starting next season, it would seem to go: Mountain West, Conference USA, MAC, WAC, Sun Belt. Maybe WAC has an argument over MAC due to Hawaii, but, this is a large drop in turn of trade-off of coming and going.
