The most powerful move in The Rock's moveset? The spine buster. No one ever kicked out of it, and his opponent is always down for like 15 seconds. Same for Scotty 2 Hotty's bulldog before the Worm.

Are there any other setup moves that acted in the same fashion?

The quick grazing kick to the stomach. It doubles you over and you're vulnerable to everything after. Stunner, Scissors kick, ddt. No matter what is is, your defenses are down for as long as it takes.
