Basically says Pac doesn't want to submit to Olympic style drug testing so the fight may not happen. Pretty pathetic.
The other way to look at it is what Skip Bayless said on ESPN First Take today. Is Mayweather looking for a way out of this fight because he(Mayweather) may lose?
There's two sides to that though. Sure it could be Mayweather playing games. Or it could be that Manny wants the blood tests to be scheduled, rather than at random times when he would be training. If he WAS on something, a blood test near fight time wouldn't matter, as he'd need to get off them before the fight anyway.
Is it beyond the normal boxing testing? Sure, but in a matchup like this, where there have been accustions of one fighter using PED's, I don't think it's at all unreasonable. It's not like Mayweather wouldn't be doing the same tests.
If you want to prove you're the best against the best, step up and take the random blood test. It's shouldn't be a big deal.

Here's the problem with your point: why didn't he insist on this *BEFORE* the contract was signed? The contract was done a while ago, with only the locale being undecided. Why didn't Mayweather bring this up when they were still in negoiations?
I'm all for testing being manditory. I want every sport to be as clean as it can be. But you can't spring up stuff like that after the contract has been finalized. I don't know if it's the right analogy, but it would be like buying a car, a house, or another large purchase that involves signing papers with the seller. Would you like it if you worked hard to agree to deal with the seller, down to all the fine details, only to have the seller call you a couple of weeks later and say that the deal is off unless you agree to his new demands? You would most likely feel you've been conned by the seller. That's what Mayweather is doing, and has done, when he doesn't want to fight certain people.
Besides, Olympic testing is really not as great over regular testing as many people would believe. Athelites like Marion Jones have found just as many loopholes with it as regular testing. Mayweather doesn't really care about a 'fair' fight: even if Manny agreed to the testing, Mayweather would had manipulated it to find another way to back out of the match. It's not Pacman that should be critized. If Mayweather really cared about this, he would had taken care of it at a more appropriate time. He's the one cheating everyone out of the fight, not Pacman.
But according to Arum they were willing to bend at least some in the testing to allow two scheduled blood tests, one before the presser(before they start training) and one after the fight. Both would never pick up anything. And random urine tests which also are worthless. Why go that far but not random blood tests unless you have something to hide?
I'm betting the fight will still happen, but I still put this on Manny, even if Mayweather is just screwing with him. No reason to cancel the deal over this other than hiding from the tests.
Even if this is somehow resolved, isn't it getting past the point of no return for March 13th? For selfish reasons, I'd love it to be pushed back 2 weeks until the 27th, but I doubt that would ever happen.
