What's a quick & easy way to transfer purchased songs from one computer to another?

Uh....copy them. A USB thumb drive is probably the easiest way.

If you're still worried about DRM, you should be able to log into iTunes on your new computer and add it to your list of authorized devices.

Digital Rights Management is the "protection" on the old .m4p files. (But I don't think it's a factor if you have .m4a files.)

Since it's a business involved I would say yes. Just look at what's going on with Best Buy and their Geek Squad now after thinking they could pirate Winternals(a great program I might add). I'm not sure what I want to say here.
