Why the fast title switch? Eglin had a very short run, even for WWe standards. It looked like to me he'd be in the 1 year club. Was this part of getting Jay to resign?

Lost the title to Elgin at Best in the World in June.
3 months. I didn't think ROH did short title reigns.
They sure don't normally. It sounds like ROH soured on Elgin quickly and sharply, to the point where he might not have been used a lot going forward.
It was lucky timing. After the show, while heading to another one, Elgin got stopped at the border for an expired work visa - it's going to be a while before he can come back to the US, and may be a long time.

Did they possibly know that he was having visa issues?
Did they possibly do a short reign just because they had never done one before?
