Unless my memory fails me, when contract talks between WWF & USA came up (& WWF was still riding the tail-end of the ratings boom), didnt Vince want them to stop pre-empting RAW for the dog show and USA refused?
The Dog Show exposes the USA Network to different demographic than their average viewers. It allows them to plug their shows and programming to new viewers that may actually come back. It's all about the money.

The best movies Jim Carrey (two Rs) has ever made are: The Truman Show, Man On the Moon, and Eternal Sunshine of the Spotless Mind. Truman & MotM featured Jim Carrey doing his usual wacky stuff, but in a dramatic situation.
