Rusev is awesome in all respects. This also gives Barrett a purpose, and surrounds Sheamus with two quality workers/hosses he can toss in front of himself to run interference.

I don't think that's fair to either guy. For starters, Ambrose is still easily the most popular guy in the company, despite them spending a year+ trying to make us all think that he sucked and was worthless (because that's the way the most successful wrestling company in the world operates). Ambrose could easily be their top guy if they ever got behind him. And I've said it before, but I think it bears repeating that Reigns is fully capable of being everything that they want him to be, they just never actually commit to properly building him beforehand. I know it's hard to remember at this point, but way back at WrestleMania 20, people actually wanted Cena to win the US title because the company had built interest in a rising young talent. WWE keeps wanting to skip all the intermediate steps and jump Reigns straight from "part of a three man heel stable" to "number one babyface in the world," and I think it's fair to say at this point that dog won't hunt. They were moving along pretty well recently, but jumping straight into the planned Rollins feud was still too early, I think. Reigns needs a big win against an Owens or a Rusev before he's really going to be ready for any of this. But I think he can do what they want him to do - eventually. | LostInUbe

But they already have four with their boss, French snob Jean-Paul Levesque. (French-Canadian, actually)
You could always have Kevin Owens go full (actual) French-Canadian and do all his promos in French if you just want "foreign." Then again, you could slot Del Rio in there too.
Or you could call up Finn Balor but I don't know...it worked worlds better when they formed the Bullet Club around him with a bunch of big guys.

Ambrose has more merch on the WWE.com shop than either Reigns or Rollins. This is because a company knows who will sell and where they will sell as opposed to who won't and when. When I went to see WWE live, the merchandise stand had Reigns stuff and zero Ambrose, even though neither guy was at the show. This is because of the Reigns failure, and recouping what was lost in that venture was necessary by showcasing the guy. Easiest way to turn Reigns super face was to give him a Alex Riley level of de-push. Imagine he was booked to NXT solid, and Superstars, getting his meager wins here and there that apparently meant nothing in a competitive, title contending context. The NXT crowd cheers the hell out of Roman as he squashes heel after heel, becoming that powerhouse we are told he is, wrecking dudes week in, week out, like Brock Lesnar, or Kevin Owens, only more routine. He dominates. Finally, he comes back up to Raw, donning some other get-up, acting a little different, keeping his head down. Finally, one night, he lucks into some kind of opportunity the Authority didn't pick up on, and suddenly, boom, here's Roman Reigns, this guy the fans dig and wasn't expecting to be shit because of some "demotion", contending again much to the chagrin of the suits and the delight of the fans.

So much of this! KO just lapsing into French sometimes because he doesn't even care if the fans understand him or not would be gold. I have these visions of him getting into arguments with Cesaro all in French.

Yes, Ambrose is maybe over enough to carry the belt. But all the road stories of the guy indicate that while he's cleaned up his act, it's maybe not to the point where you can count on him to be a babyface Champion.
