They're still saying they don't know when Stewart is leaving and Noah is starting, but everything else is very stage managed. Jason Jones got his farewell on Thursday's show, and this news was release to a friendly journalist on a Monday morning with the show on a scheduled week of so they wouldn't have to talk about it more than their statements.
Noah seems less likely to (over) do funny voices, so I guess that's a nice change of pace. I really have no idea. He's seemed likable and smart in his segments but there's only been a few of them. I don't know if the Daily Show is going to change as much as it did Kilborn->Stewart, but it does feel like it's set up for something different with a lot of longer term people leaving for elsewhere.

'Controllable' might be the key word of Simmons' tweet. Noah is a guy who, if all goes well, can be hosting this show for another 16 years. I recall that Jessica Williams specifically noted something like "I'm 25, I don't want to be tied down to a job for years and years" when she was asked about hosting, so perhaps Comedy Central was specifically looking for another long-term choice. Of the big names that Simmons mentioned, I can't see Poehler or Louis really wanting to do TDS for years and years on end; there's more of a chance Schumer would, though she's already got a nice niche for herself with her own show and she might break it big in movies if this upcoming Apatow film with her and John Cena is a hit.
The other interesting factoid is that Simmons and Stewart have the same agent (James 'Baby Doll' Dixon). Maybe Dixon/Stewart are actually upset at Bill for leaking this information --- presumably Stewart had a hand in picking his replacement, and now by revealing that Noah was at best the fourth choice, it kind of makes Noah look bad.
OR, maybe Stewart felt Comedy Central went over his head in picking Noah, he's a bit ticked about it, so he and Dixon leak the info via Simmons.
