I keep hearing about Randy Orton being the "youngest champion ever." Does this refer strictly to the newest incarnation of the world heavyweight championship? I seem to recall Tommy Rich was 21 years old when he won the NWA World Heavyweight Championship.

Whenever Orton talked about being the "youngest Champion Ever" I just always thought he ment in WWE.
