There doesn't seem to be a rule in place with regard to just how MANY strikes can be removed during a wrestler's career. I'm sure that's deliberate.
Yeah, the "remove one strike" provision seems to exist just to ensure WWE never loses A-listers to a third strike. (Referees and support staff can just go fuck right off). CM Punk, obviously, you need never worry about. Randy Orton and Rob Van Dam? Different story.

Personally, I don't see Finlay being used as anything more than a JTTS. He doesn't have youth on his side, and after his leg injury in WCW, you've got to wonder how much mobility he's got left. That being said, he is a TOUGH BASTARD.
