With the abundance of hungry independent workers out there, many of whom could fit the WWE big-man mentality, why should the largest wrestling promotion in the states have to resort to such a tactic?

Because they'd rather take someone from scratch & build them up in the WWE style, and have control over their gimmicks & characters, than have to "deprogram" someone from the indy's & possibly not have rights to the indy guy's other gimmicks and/or characters.

If you'd have taken one Rocky Miavia '97 match and judged his future on it, you'd have said the same thing-probably even worse. If the WWF sees potential in him, ESPECIALLY JR, you can take it to the bank.
