Vince views Christian as a midcarder. He always has. Christian as a character was never hotter or more over than he was in '05 and Vince still wouldn't give him the Main Event push. Christian is on Smackdown to guide a very young Smackdown roster and be a mentor.

I don't think anyone would disagree that Vince HAS viewed Christian as a midcarder - but that doesn't preclude the possibility of him getting so over they can't ignore it anymore, or them getting desperate and not having anyone else to turn to, or some combination of the two.
Was it ever established that Christian was to be the one to feud with Jeff early in 2009 for his return angle? I remember the story went that the crowds deduced Christian was attacking Jeff (throwing him down stairs and sabotaging his pyro), and Vince was so upset by the correct prediction that he made Matt the bad guy and moved Christian to ECW.
That initial plan would suggest some confidence in Christian's commodity.

Difference between '05 and '10 is Vince has shown more of a willingness to move guys up the roster, and the roster is much thinner on established upper tier wrestlers.
