I think, ultimately, all of this comes down to whether or not WWE pulls the trigger and puts Batista over. It feels like they are definitely going that route with Cena, and positioning him to go over JBL and win the WWE belt, but I still have this sneaking suspicion that Orton ends up in a Triple Threat match with Batista and Triple H and wins the title, then switching with Cena on SmackDown.
It makes little sense currently, but that's sort of why I expect it.

Personally, I feel that the crowd is WAY more interested in seeing Batista v. Hunter one-on-one. WWE should count their losses on Orton (not his fault, as they booked him horrendously), and just go full-board with Batista, because the crowd is seriously getting behind the guy and you do not want to water him down.
Orton's kinda caught in the whole "Rock & a Hard Place" scenario. There's no one a RAW to feud him with. Do you start working a program for him to feud with a Smackdown guy (who are short of Orton-caliber heels).
Quick scenario. Teddy Long tells Cena (after winning the title match opportunity for 'Mania) that he wants the US title defended at WM21. Cena has 2 options, he can vacate the title or give up his WWE title shot. Cena vacates the title and Teddy says that he's going to pick 4 guys from the WWE roster to battle for it at 'Mania. Orton finds a loophole or something to the effect that his RAW contract expired April 1st, etc. This could be a way to move Orton to Smackdown as well.

By the way, Storm's gimmick includes 1.) telling the audience to shut up, and 2.) occasionally making everyone stand for the Canadian national anthem. You know they don't know what to do with a wrestler when he's making fans stand for a national anthem. It's like waving a white flag and saying, "This guy has no personality -- we give up."

Well, I like that idea about a billion times more than Undertaker & Kane v. Heidenreich & Snitsky, although it does rob us of what could be the greatest build-up to a match in pro-wrestling history ("I like your poems", "I like what you do to babies", ring starts shaking, lightning strikes, Heidenreich & Snitksy comfort each other with a manly hug, etc, etc)~!

Orton/Undertaker would be fantastic since there's always that sliver of dread that RKO would actually get put over UT. If they're so high on Snitsky/Heidenreich as a team, get one of them to switch shows and make them dominate a tag division as the worst tag champs since the days of the Harris Boys.
