Given the option between those two, though, I'll take drowning any day. Eventually you run out of air, the water starts to get into your lungs and you pass out... and then die. Burning is much, much more painful, from what I understand. I think I would want to be standing on my head in some water so that my head was under water but my legs and feet were above water, set on fire. So that way I could drown and burn at the same time.
