It's got Dusty, the Funks, Andre and a bunch of other dudes. Basically, it's about a group of protesters trying to rid the wrestling world of the Sheik. It's incredibly bad, but it has real footage and a kick-ass 70's soundtrack.

This thread also jogged my memory about a horrible wrestling episode of The Fall Guy with Lee Majors. Final season, penultimate episode and limping toward the finish line this episode absolutely stunk. Bring on the helicopter spins.

I've actually got a VHS copy of an El Santo movie with Mil Mascaras and Blue Demon where they are fighting mummies. There is a dead wrestler in the movie that is very similar to Kane (masked Kane circa 1999).

That's the movie I remember, but I thought Santo only showed up very briefly because Mil couldn't close the deal versus the undead. Unless my memory is bad, this was a staring vehicle for Mil.
