I'll back up the Lance Storm because he's overrated, but he's obviously not the worst wrestler in the WWF. The Worst Wrestler is probably Big Show right now.
If you mean wrestler as in mat technician/grappler I would say Bossman (but is he really a regular?) or Billy Gunn. But if you mean wrestler as in a member of the roster in general, than it would have to be...Billy Gunn (get him OFF my TV.)
But at the same time, it's really hard to tell. I haven't wrestled since high school and i wasn't very good. Everyone on the Fed's roster works out like 4 hours a day and has been to wrestling school. Most of them have some type of wrestling/martial arts background or were some other type of athlete (football players mostly.) I would say anyone who is in the WWF must be there because Vince sees something in them. But then again, Bossman has those pictures of Vince fucking goats ( I wonder what dirt Billy has on him, it must be HUGE!)
And the WWF now, in reality, has total control over who they hire. It's not like they have to rely on second best or the cast offs of any other world level federation. I would say that even someone under contract in Japan or Mexico could be bought out on the WWF's budget, not that they've indicated there is really anyone out there that they need but can't get. There are some wrestlers (like Steiner) that could be working , just for less than they think they're worth. It's fine to think you're worth x amount of dollars, but unless you already have all the money you are ever going to need, you end up working for whatever someone else thinks you're worth/willing to pay you.

This is all about personal taste and William Regal and the Bossman leave a horrible taste in my mouth. Big Show is not bad, just BIG. Billy Gunn is so bad he is dangerous, but I just hate Regal's style. I always have. He is so slow and awkward.

Regal isn't that slow, I don't know why everyone says that, just because he's got a little fat on him doesn't automatically make him slow, and just because nobody else can work his style doesn't make REGAL bad, he's a good wrestler and FAR from the worst.
And anyone who says Lance is the worst wrestler knows nothing about wrestling. You don't like him? That's fine. But to say he's a bad wrestler is stupid.

Now that I think about it a bit, I realize that neither is probably the "worst wrestler", but rather just ones I find particularly boring to watch. I would prefer to watch Kane vs Big Show personally.
Worst wrestler??? Is that ones that don't actually wrestle, but rather do nothing but punch and do silly moves that don't look like anything...

Boss Man I think would make a great heel manager, but as a wrestler he has got to be worse than anyone on the current WWF roster. The man can't even punch convincingly...
I never can shake the feeling that Spike Dudley only has a job because hes a walking lawn dart; when he is actually wrestling he looks awkward to me...
