Yeah, if he is on Velocity or if he was sent down to OVW I can't find a reason why. You could basically put him in any gimmick. Let hem kill Stevie Night Heat and he and Victoria can be phychos together.
I've always liked O'Haire. He's versatile. I guess, back when WWE bought out WCW, you could have said that Palumbo was the more "polished" wrestler, and that's why they sent O'Haire down to OVW in the first place, to get polished, but I've always thought O'Haire has more going for him overall. He's a good wrestler, and he's better now than he's ever been, and he has good mic skills and a strong presence, and like Tantrum 33 says, he can do any gimmick you want him to do. Like so many guys in the WWE, he's a talent and they don't how to use him. But then, they didn't know how to use Raven, either, and now Raven just shines in NWA-TNA.

Yeah...the lack of Sean O'Haire has been making me angry...
Let's see...in the past week, I've sent the WWE an e-mail (which they'll discard, but it never hurts to try), made a sig *points downward*, and heavily featured him in the latest fanfic I've been working on. But on the upside, it's like an artistic boom period for me.
Anyways, back on topic, I think I read something a while ago that Vince blamed O'Haire for the lack of reaction from the Piper/O'Haire pairing. I don't know what the hell happened to him since then, but I also think I read something that said Sean was sent to OVW. I don't know WHY they had to do that, but that's the WWE for ya, a bunch of retards. On second thought, that's disrespecting the actual retards, they're lower than that.
O'Haire's biggest problem is that he still hasn't shown the ability to cut a halfway decent live promo. Sure his pre-tapes were pretty good, but the WWE production department could make ME look good. His Devil's Advocate gimmick was fine, but he couldn't do much with it once he got to TV, because it just wasn't a good "live" gimmick. So what you're left with is a guy with a decent look and a fairly good moveset with not much else. The WWE has a trillion guys just like that, and most of them have been waiting around for longer than Sean. I'm not surprised he hasn't gotten a bigger push.
Just think, if Sean had shook Taker's hand like he was supposed to, he'd probably be a three-time world champion by now. Or something.

True, but this is a problem that plagues the entire WWE anyway. Is there was any point in history when they had a roster that was so weak in that department. Look at Brocks promos they are pretty weak, as almost in Sid's league, but he is the champ. It's an interesting point though, since O'Haire was actually given a three dimensional character instead of the generic, snarky, empty headed, pretty boy; so the promo should be a bit more important. I just don't think it killed him.
And I think that's the reason why he got depushed, he was a gimmick. Not the negative wrestlecrap connotation of the word, but a gimmick nonetheless. I don't know if WWE knows how to work a gimmick into their formula anymore. At least a gimmick aside from what is a rather facist mindset about characters.
Actually, O'Haire was sent down to OVW because he was in a motorcycle accident a few months ago. He went out with injuries (nothing too bad from what I remember) and he's down there right now rehabing a bit. He'll be back to destroying Funaki on Velocity before you know it!
