I guess my main point, though, is that here a future Hall of Famer is getting his first World title shot since 2000, and it's part of a 5 way match with no build up.
I remember reading in Foley's last book that they briefly discussed doing a Cena-Foley match at Summerslam last year, but it never panned out. Perhaps this will lead to that match this year? Maybe even a fluke win by Foley tonight to win the title starts the angle? Somehow I doubt it, I imagine if the belt changes hands, it will be Orton that wins (cringe).

Putting the Sandman in that match would have been something else. Now that I know the 'why' of the match I have to say I am surprised that there are so few past champions on the Raw roster.
Well, normally Triple H and Shawn Michaels would fill in two more spots, but they're both out due to injury. Taking them into account rounds the numbers out a lot better.
Now I'm wondering, who would participate in the Smackdown version of that match? Batista, Edge, JBL in the Foley role, and.. Undertaker and Rey are both injured. I'm probably forgetting someone obvious.
