I think that they realize that it's the face side that needs a strong figurehead; they've been half-heartedly trying a variety of people in that role (Taylor, ODB, Christy) and it's felt for some time like they were treading water until they found someone they could run with.
They've even worked their way down to Sojo -- a heel in Kong's own stable -- as #1 contender! I'd be shocked if Stock didn't come in as a face, and I'll even be a little surprised if she isn't the one to take Kong's belt. (I am open to wagers.)
I'm pretty cynical about the current direction of TNA as well, but I'm going to go ahead and be optimistic about this one.

The problem for Sarah in CMLL is they kinda just stopped pushing her. She's always been as over as anyone with their audience and one of the best workers, but after she got a big push to get the women's division restarted, they really haven't done all that much with her. I don't know if it's totally because she's a foreigner (which means they'll push you hard on debut but then never let you advance from there) or because the native women had paid more dues in their eyes, but she's never gotten out quite what she's owed. If being on TNA opens up more doors for her, all the better.
But really, the key here is - is TNA signing Dark Angel away from CMLL (which would mean the end of that working agreement and probably a cut in pay which would have to be made up via Japan or lots more US indy work) or is TNA just getting Dark Angel thru CMLL for some dates (which probably means less for the long term of TNA's women's division, but allows Sarah to pick up a second paycheck)? Plus, TNA has lots of people 'under contract' who they don't actually use, or have to pay all that much when they're not on TV - that whole Doug Williams signing is the easy example.
The PWI story is super sparse on details and you need some to figure out where this is going.
FWIW Dave Prazak's "confirmation" of the news on the SHIMMER boards seemed to agree with the idea that she going to TNA full-time. Or at least that's the sense I got, and he appears to have gotten the news straight from Sarah Stock.
I just wonder if this something where CMLL felt they didn't need her anymore and gave TNA clearance to sign her as a way of strengthening that relationship. Maybe with the proviso that if CMLL wants to call her back in from time to time that they can do so.
