Not that gimmick for HHH, anyway - he did hold that version of the title belt in 1998 (beating the Rock) and 2001 (beating Jericho and Jeff Hardy).

HHH did hold that belt when he was doing the "two man power trip" angle with Austin. They were the Tag Team champions, Austin was also the WWF Champion, and HHH was also the IC Champion.
But, that action figure is the Hunter Hearst Helmsley "snobby blueblood" character, so you are right that he never held that belt as that character.
Of course, the fact that it is the "snobby blueblood" character makes it even more ridiculus that he is included with that group of Superstars. He never truly "got over" until he ditched that character to join Shawn Michaels in DX. | Swordsman Yen

Right. His first IC reign as the blueblood wasn't all that memorable, other than that he lost to the smiley, happy go-lucky Rocky Maivia. Also, every other wrestler in that group is holding a world title. HHH didn't win his until he adopted the jacked-up, cro-magnon man gimmick.
