Off topic, but as someone who did attend the NFL game in London, the biggest cheer in the stadium during the first three (admittedly dire) quarters was everytime highlights from Jacksonville v Dallas was shown on the big screen. And I don't think that it was because there were a lot of Jaguars fans in attendance either.
The only one that would never have a team is Vegas, and I think they just hate football in LA. I actually looked up the census for the largest metro area in Oklahoma and the Oklahoma City is listed as the 44th biggest market with almost 1.
