I think Vick is a great player, I think the Falcons are over-rated but Vick does his part.

That's the thing: Since it's a 10-year contract and NFL contracts are not guaranteed, I imagine they'll renegotiate about halfway through the contract, give or take a couple of years. This is a great deal for both sides: Even if Vick doesn't see most of the $100 M, the signing bonus is certainly the highest I've seen. And on the Falcons side, they lock up their best player for a while, will work the contract so it doesn't hurt their cap, and can renegotiate with Vick whenever they want.

Good to lock him up though, now, get a few guys who can catch the ball, and they might have a good deal on thier hands, otherwise, its like when Steve Young signed for $80Million in the USFL and had nobody to throw to and just kept taking sacks and seeing passes dropped.
Tenth best QB? Hardly. Vick can win games by himself. They've tried to reign him in so he doesn't kill himself but the guy is worth the money. He's probably one of the few "draws" in the NFL. I live in a city without an NFL team and the majority of jerseys that I see people wearing are Michael Vick. People pay attention when Vick plays.
There's only two QB's I'd take over Vick, Manning and McNabb. And I'm not even sure if you swapped Vick with McNabb that Vick wouldn't do just as well there.

In silencing the cynic within me, I can't help but think "love of the game". There is nary a man alive who's suited up and played that doesn't have a gleam in his eye whenever he recants his playing days, no matter how menial.
