Did Vince recently add Kevin Sullivan to the booking committee and not tell anyone? Honestly, how do they expect Benoit to EVER get over as a badass babyface if he NEVER WINS.
It's the Ricky Steamboat/Toshiaki Kawada push. Always at the top, but never able to defeat the top guy until he finally does, making it a huge deal.
They don't need Benoit to be there, yet. Wait until Brock & Angle are cemented as WWE main eventers, and Benoit can round the whole thing out.

I have a special friend. He's the baby Jesus and I love him and...and...he don't give me no s**t and he don't f**k around and he's just the f**king coolest guy and I wanna say I love the baby Jesus.I can't say enough.I love the baby Jesus and I think...he's the best thing and he's really great when he shares his love for everbody. You know what I mean?I can't even see a manger without thinkin' about him,eh?I just love the Jesus.I've only been into him for a couple of hours though, but I'm really into him. --Bruce McCulloch
the problem for me is that they keep making him lose clean. call me old-fashioned, but i always have a problem with the babyface losing cleanly. couldn't angle have at least pulled the tights or something? it's one thing for a really long pay per view match to come out with the heel on top, but you don't make the rematch another clean heel victory. eventually, people are going to stop caring about benoit if he keeps coming up short despite his best efforts.
I have no faith that this is some kind of slow push. That's what people said back in 98 when he was jobbing all the time cleanly. History shows that Benoit is just a tool to make other workers look awesome, and that promoters really have no faith in him.

No, no, no. This time is actually IS different. The only reason you people wanted to believe him as a champ in 98 is because you WANTED him to, not because he was being pushed as such (and by the way, it did result in him becoming WCW World Champion, so uhhh). You can tell what the WWE is trying to push by listening to the announcers. The Rumble match and subsequent "Benoit proved he can be champion", followed by the standing O cemented it in my head. I GUARANTEE you, before all is said and done, Benoit WILL be WWE champion. No doubt.

You're old-fashioned. What you're saying makes sense in theory, but in fact people are continuing to care about Benoit despite clean losses to Angle.
The reason they can do this is that Angle is not portrayed as a guy who is only at the top due to cheating and bad sportsmanship. A babyface could never lose clean to a heel like that if they wanted to be seen as a contender. But Angle is the best, and almost beating him is an accomplishment in and of itself.
Instead, Angle is the heel that shakes the man's hand and makes you wish he would say, "What a great match, Chris. You almost had me that time!" but instead his goons come out to kick Benoit's ass for no good reason at all!
In Angle's book he complains about heels never getting clean wins, so I think that Angle has the bookers' ears to some extent and that a lot of the way he has been protrayed in the last few months is his own idea, and I really think it works.
It's like we've entered a weird, "Twilight Zone" dimension where HHH is doing everything right, making it look like each opponent could take his title if he wasn't cheating his ass off, and it should be making his opponents look like a million bucks, but it doesn't, because his schemes always succeed, and once the threat-du-jour is dealt with, he is utterly banished and forgotten. Whereas, Angle is doing everything wrong, going over his babyface opponents clean, and it should make them look like crap, but it doesn't, because even after the match is over, he still treats them like a current and active threat, not yesterday's news.
