The "Spinning W" is from the Wienerschnitzel fast food chain (corporate slogan: The World's Largest Hot Dog Chain). The food is like that at A & W (without the root beer) or Sonic (without the curb service). The only one I've ever seen is near the University of Illinois; they seem to be more of a Western & Southwestern chain (they have a lot of stores in California and Texas).
Earlier members of this site will remember when the logo was a variety of hot dog-related images. A few months ago, somebody borrowed the "Spinning W" logo (circa 1977) from Wienerschnitzel's corporate site and modified it with the Wienerville name.
