Penn State didn't have a lot of scholarships available this year, IIRC. The one I'm really thrilled about is Austin Scott from Parkland (PA). He's a little small (6'1, 195), 4.4 in the 40, but I saw him play in the state championship game and he's got awesome breakaway speed. I'm just shocked they took 3 RBs - we already have LJ's backup as a starter, and he'll only be a Jr/So I think. Scott's got amazing potential, but these freshmen will bring us up to 4 backup RB's. I will puke if Paterno goes back to that God-awful Running Back by Committee system. One, size-wise, could possibly be converted to a FB (which makes sense, since both of ours will be Sr/Sr's this fall), but I think they could have recruited a little more heavily for the OL/DL.
I'm honestly not an expert on Samardizja but I am pretty sure a HUGE reason Tim Brown didn't have more TDs is that Notre Dame went 4 - 25 - 1 when he was there, so it's not exactly fair to compare the two.
