Don't know if it is the "best", but Google offers free webpages. You can either use their templates or put your own page up. | KJames199

Depending on what you want out of your site, you might be just as far ahead to set up a site on Blogger or LiveJournal or something like that. Easy to do, easy to update, and you generally have a choice between a bare-bones free version or a (relatively inexpensive) paid option with more features.

Please, if you want to have repeat visitors, avoid Angelfire, Tripod, or anything Lycos does. I'd even suggest avoiding Yahoo, but they have an incredible page builder system.

If someone's looking for all the advanced (read: PAID ACCESS) features on LiveJournal, but don't care much for the social aspect, check out GreatestJournal (greatestjournal.com) - they'll have everything you need. FOR FREE.
And finally, if you want a dot com but don't want to pay for it...set up a dot tk. Head to the official Internet registrar of the country of Tokelau at http://www.dot.tk and get one set up.
