It's sad, but all I really remember about Simon's campaigns for President is Al Franken's "that is why I wear...the bow-tie" impression.

Unfortunately I too only remember Franken's spot-on impression of Simon at times.
If by "bipartisan ticket" you mean, someone who is a Democrat & someone who says he is a Republican but is basically a Democrat, then yes it would be.
