I've never thought that Hussein was that smart, nor that competent. And this scenerio would explain why we, the UN, and everyone else was so sure they had a strong WMD program.
Of course, this will not get far in the political arena. Republicans can't be wrong about there being WMD, and Democrats aren't interested in any theory that doesn't involve Bush lying.
