But I was wondering, if he is able or eligible to play in NFL Europe. I know right now the Dolphins are needing to grant him permission to play in Canada, and Toronto has pretty much agreed to contract stipulations.

But, if the Dolphins thought a season of football would be good for him, would he be allowed to play in Europe?
(Just not for Amsterdam)

No, because of seasons. The CFL season runs from June until November, while NFL Europe's season runs from March until May. Playing in the CFL will keep him active, while giving him more than enough of an offseason to keep him healthy. NFL Europe's schedule means he'd have no time off between the end of the season and mini-camps.
