I don't think he needs to be viewed as a glass ceiling underdog anymore; he's part of the club now. And Daniel Bryan is now in the club where you're almost part of the club. (You can stay in that club indefinitely -- Jericho is a lifelong member.)
I don't want to run this point into the ground, but Punk is being done a real luxury in letting bulletproof, immortal Cena carry the ratings weight. The show would make more aesthetic and satisfying sense if Punk and the title were in the main event segments, but politically it's a lot better for him to play Batman's Robin, especially since it's optimistic verging on wish fulfillment to think he'd be doing better quarters than Cena. In not-so-distant WWE-times, vultures would've been pushing for Punk to lose the title back to Cena a long time ago. Think of it this way: WWE has been running two shows at once, one for kids and the investors conference, and another for hardcores and an eye towards depth beyond Cena.

JUNE SURPRISE IS REAL
Originally posted by Observer The writing team is currently being pushed to come up with a, "knock your sox off," angle for the summer. The idea is to do something to jolt interest stemming from the rating and somewhat stagnant product, similar to the Nexus angle in 2010 and the C.M. Punk angle in 2011. That’s a lot easier said than done

It's gotta be a Johnny/Cena team-up right? What else can be shocking? Cena goes corporate, finally turning heel.
They even have in place the face stable to fight CeNation Power: Bryan/Punk/Kane, who become running buddies when realize they're getting played by CrayJ.
Play that for two PPVs and then raise the stakes by bringing back Orton as Cena's attack dog.
How do the faces retaliate? ROCK.
How does People Power respond? BROCK.
How does the Unstable respond? TAKER. Mania becomes nuclear.

(Except with Ryder, they pretty much had to be intentionally making him look like a dope, though I assume that was more "general anger at the Internet" than at Ryder himself.)
I just think that they're completely unaware that they've backed themselves into a situation where the only way left to truly get a guy up to new #1 status is to put said guy over Cena/Undertaker/HHH - something they don't want to do, for whatever reason - since they've burned off major alternate options like "New nWo", "Real World Champion", "Crusader Against Evil Boss", Brock and surprise major fan support.
I love that we're getting Punk/Bryan as an olive branch (and loved the mini-Henry feud before that). I'd probably stop watching again if they weren't giving us those two and Ziggler doing backflip sells. And it seems obvious Punk's content with his slot, getting to work good matches instead of doing the BBQ Sauce spots, so I'm happy for him.
I also don't care about ratings (or buyrates), since it ain't my corporate empire, but that's what we're discussing, right? Why can't anyone but Cena move the numbers? And that's my only real point, that no one is going to be able to get ratings on their own until they're willing to retrain casual viewers that someone other than Cena "matters", and the only real way left to do it is going through him and winning, much like the only way to do it in 2005 and 2006 was to finally go through HHH. Getting to the Jericho Level is probably a great deal for the workers, but making "Jericho-level" stars can't be what management's intent is as long as they're in the business of looking for "the next John Cena".

I don't say this often, but HOLY SHIT. I would order the PPV and the replay twice.
