So what's the big deal? Why's everybody bitching and moaning about how it won't be worth anything because it's won in a battle royal? How would YOU award it?
Why do you assume it HAS to be awarded at Judgement Day? Would it kill them to do some planning and create a tournament that culminates at, say Bad Blood? (The first RAW-only PPV). Not only would that add some prestige to the belt, it would create another nice match for the first RAW PPV.

Still, it's a story line and it makes sense that a guy like Austin would want to settle things with one big fight.
KOTR's a dead issue so you can't really have the guy put a tournament over. Saying the KOTR was the most important win of his career would have made more sense than his line about the IC title but it's all spilled milk at this point.
