It seems as if some of Smackdown was wriiten by Gerwitz, even though he is the head writer for Raw. I don't see Heyman writing the Rock's promos, or that bit with Edge and Hogan.

Promos aren't usually scripted out by the writers. The writers usually come up with a scenario, and then let the wrestlers fit in the blanks themselves.

I had though Heymann was the head writer for smackdown, but it seems the booking is changing by the week for the WWE.

Heyman is the head writer for Smackdown, Gewertz for RAW. I'm hoping eventually that Heyman ditches the on-air character and heads up both shows. Smackdown may have better guys on it, but they, too, would fail if they had to perform on RAW.
