I was under the impression that they could still send private messages and stuff (as I sometimes see a banned user logged in), but I was just looking for one and couldn't find them in either of those two places.

(Of course, if you've received a private message from them, you can still reply to it - or you can find one of their old messages, then click on their name and click on "Send a Private Message" if you REALLY need to PM them.)
