It's the guy from the Sony "It Only Does Everything" commercials. It's either legitimately him, or at least sponsored by Sony, since the official Playstation Twitter has been re-tweeting him recently. Either way, the Twitter account is even funnier than the commercials. I hear there's a lot of fan demand for him to run the Sony press conference at E3 this summer, and I hope they listen. This guy is gold.

Offhand, from FFV (the one released on Anthologies for the PS1), there's the Library of the Ancients that I believe is run by Mid. There's a second library that I'm assuming is run by King Zeza, although they never explicitly mention who runs it, IIRC.
