I believe "Person of the Year" involves their impact on the world. Not good or bad. I think we have this discussion every year. We may think he is creepy and destroying their democracy but the people are letting him. Democracy and true freedom are scary things and this is a society that had never known either. They long for stability and got it.
Lest we get to uppity as a country, we fight the urge for security over freedom from time to time also.

In what you cite, I would make society the POY since if we didn't care, what you talk about would be a nonissue.
