The situation is that Triple H wants to have the only singles title on Raw. So he has demanded that they get rid of the intercontinental title. I think the IC title is more valuable than Triple H. First off, contrary to the conventional wisdom Triple H’s push did not begin at the 6/97 KotR. It really began long before that when he first won the IC title on 10/21/96 from Marc Mero with an assist from Mr. Perfect. The IC title gave him his first push. Let’s compare which is more valuable.

If you look at the list he provides, it is pretty clear to me that it is all tongue in cheek. I think it is a pretty cute comparison, although I don't know how a belt can "job" to anyone, grin. But still, mentioning that Albert has won it and having that be an advantage to Triple H is funny.
See, it's all in the wording. It's not that Triple H wanted to hold the only single's title on RAW, so he demanded that they get rid of the IC title. It's that the WWE decided that they only wanted one single's title on RAW, which would have been the IC title. Triple H suggested (or demanded, who knows) that the IC title would never be seen in the same light as the WWE Title, so they should bring back the big World Title, so that the two belts would be seen equally. (and yes, in that way, the IC belt would be beneath him).
At least that's how I understand the situation. If they would have kept the IC belt, Triple H would be holding it. And if that's how it really went down, I agree with him, the IC title would never be looked at as valuable as the WWE title.
Moreover, would it hurt more to be hit in the head with the I-C Title, or with Triple H?

To be fair, I don't think the IC title ever would have been seen on the same level as the full World title. It just wouldn't. It's a midcard belt, for midcarders, on their way up to the top (well, in theory on that last part). I don't think it would've hurt to leave the IC title the only singles title on RAW, though, as you could've had an angle about Bischoff's frustration about being cheated of a world title, have him go on a rampage, and pursue all of Brock's challengers to jump to RAW when the brands meet on PPV. The world title contenders on RAW (HHH, Kane, Y2J) could then think they could easily toss around the midcarders holding the IC title, only to find that they can't dethrone whoever holds that title (Which would've been RVD at the time, I think). Okay, I'm veering into fantasy booking...
Point being, HHH would have been right to say the IC title wasn't equivalent to the World Title. If in fact he said that. Which I don't know that he did. And even if he did, why would I care?
