I think with the situation WWE is presently in, the best bet they would have is to keep the current number of PPVs. They could just alternate between being a Raw show and a Smackdown show, with only 2 being cross overs. Those 2 would be Royal Rumble and King of the Ring. Those shows can involve everybody make winning those events mean something. And for Wrestlemania and SummerSlam, make them they main PPVs for Raw and Smackdown (one for each). By doing this, it will force the writers to slow down the storylines and will re-educate the fans to expect things to take their time.

There is no way that WrestleMania should be anything but the Super Bowl of wrestling that features everybody. Can you imagine a WrestleMania without Angle, Benoit, Undertaker, Lesnar, etc.?

You know what I find funny? The idea that anyone with a functioning brain thinks there'd be more than two thousand people in the free world right now that would buy a RAW brand PPV. There are currently, on the RAW roster, no stars with a history of drawing buyrates. Triple H only drew against Austin, Rock, Jericho and other such popular athletes. Some of the currently listed RAW "stars" include people either fired, agents, injured, or unrecognizable by 99% of todays audience: Big Boss Man, Bubba Ray, Chris Norwinski, Bradshaw, D'Lo, Jackie Gayda, Jazz, Johnny Stamboli, Justin Credible, Kevin Nash, Linda Miles, Lita, Raven, Shawn Stasiak, Stacy Keibler, Terri, Eric Bischoff, Jacquline. Of 43 Raw "stars" that's 18 that either can't wrestle, or have been taken off the show and moved to heat for some outrageous reason. Of those 25 left, one can't work, straight-up, in a halfway decent match and has had an incosistent character for the last 2 years. That's Big Show. Some have been booked too poorly to draw anytime soon, that's Spike, Steven Richards, and Tommy Dreamer. 21 talents left. Some have awful gimmicks that have shown no signs of drawing, like Storm, Test, Christian, Regal and Rico. There's 16 left now. That leaves health concerns with several others like Jamal and Rosie (clearly sloppy), Triple H (prone to injury), Ric Flair (older talent, not a full-time wrestler), Shawn Michaels (same thing) and Jeff Hardy (god knows what's wrong with him). I believe we're down to 10. Of these 10 reliable talents, ladies and germs, one is a sort of fat, sub-par comedy act worker (Goldust) who can't seriously draw on his own. Three of them are women's wrestlers (trish, molly, victoria), which, as we all know "no one cares about" and which we have all seen every possible combination of. Of the 6 remaining Raw stars, we have Kane, Booker T, RVD, Hurricane, Randy Orton, and Chris Jericho. One is a rookie who can't be relied upon to draw, that's Orton gone. One is a crusier on a show with no crusiers, who is also a comedy act, that's Hurricane. Of four left, one, and the best wrestler among them, Jericho, has been de-pushed since March, and has feuded extensively with two of them those being RVD and Kane. That means Jericho has one natural, never-before-seen guaranteed good match feud on this entire roster, and Booker has one. Any combination of RVD, Booker, and Kane is stupid because they're all faces right now. I don't envy Brian Gerwitz right now.

I agree that RAW PPV's would be very lacking, but not for want of a top draw - if the writers tried a little harder, it would be easy to make RVD, Booker, Y2J, Kane all top draws.
It's the fact that if they did that - there would be no one left to support the midcard.
