I think you just answered your own questions. Besides, does anybody really want to see 8-12 guys per PPV wasted in some clusterfuck elimination/8-man tag match every month?
With only 1 or 2 stables active at a time how is this going to become workable without being immensly repetitive? Take a look at the Tag division. This is now virtually dead with only 2/3 realistically long lived teams. For a stable belt (or indeed any) to thrive it needs healthy and multiple competition, and that there is not.
Because title matches are held to often and I think you have to tell a story before you have another title match. It might give even more meaning to be champ.

With nice story telling it could work. Last years survivorseries with the mainevent Alliance vs WWE (those where kind of stables).
That was cool. Imagine more matches like that, and again, not to often.
1. Survivor Series was the blow-off to a roughly 10 year long feud between the WWF and the WCW. It wasn't Stable vs. Stable, because by definition, promotions themselves are not stables.
2. A Stable Championship would not work because, at most, there are TWO stables around at once. Right now there's: The UnAmericans Uh...uh...um...The Island Boyz?

It's after the final match, Brock vs. Rock, with Brock standing over Rocky's beaten and unconscious body with that evil look in his eyes. Heyman is jumping around in masturbatory glee, squealing about how Brock is the most unstoppable monster ever in the WWE. They're both on top of the world. Then, bang, the red lights come on, Kane's music starts up, and there he is, like "WHO's an unstoppable monster, bitch?" He wipes the ring with Brock and Heyman, and we have instant feud. The irresistable force vs. the immovable object. I think that would own, but I'm the biggest Kane mark ever.
Oh, yeah. Keep the mask. Kane would be just another big burly guy without his mask. He was on his second mask anyway, it's not a big deal that X-Pac has the old one, Kane could just get another. I'll deal with a plot hole to keep X-Pac the hell off my TV screen. More than one, actually.

I liked the show better than last week. The main event was slow, but ok I guess. The holy shit moment made up for Bradshaw vs Atrain. Nathan Jones not falling down made up for Nathan Jones...I guess. Good Sqaush to make Morgan look tough...
