Shearer voiced multiple characters in the series, including (but hardly limited to) Ned Flanders, Principal Skinner, Mr Burns, Waylon Smithers, Lenny, Jasper, Otto, Kent Brockman, Reverend Lovejoy, and Julius Hibbert.
How The Simpsons will continue without Shearer is anyone's guess. This hasn't been the first time a prominent voice actor has left a gap in the show - the deaths of both Phil Hartman and Marcia Wallace made an irreparable impact - but the breadth of Shearer's work is enormous.
That is nothing short of a disaster. I can't imagine for a second all of those characters get retired, yet they'd be insane to bring in a replacement voice actor.
Doesn't he threaten to do this every time their contract is up? Shearer also has a reputation as a cranky complainer...so we'll see if this actually happens or not.

Holy crap, that's a HORRIBLE idea! I'd almost rather those characters all get killed off en masse.

I don't know. I hate to see Harry go, especially since his "demands" don't seem all that unreasonable to me, but if all of this news hadn't come out, would we really have noticed if they got new actors to voice these parts?
It would be really funny if they replaced him with identical sounding voice actors, but changed the appearance of on-screen characters just so. New tint of skin color, new outfits, slightly different hair, etc. INSERT "'DARREN' FROM 'BEWITCHED' REFERENCE" HERE
