Considering Jimmy Garvin is featured in the Badstreet USA video, he is a Freebird, though not of the level of the Big 3. Buddy Jack could bring the hatred, which was always great. Just pure heat, not even using Freebird below.

Sort of. When Garvin first arrived in World Class, his intro vignettes slammed everybody in Texas, including the Freebirds.
Due to angles, he was eventually teamed up with some of the 'Birds in tag matches and what not. So he more like an ally to the 'Birds, and got the moniker of "unofficial" Freebird due to his frequent team-ups with them. Similar to the way Ted DiBiase always seemed to be an ally to the Heenan Family in the WWF. Garvin was never introduced by ring announcers or commentators as a "Fabulous Freebird" while in World Class. Nor did he ever wear matching trunks or twirl the Confederate flag in World Class. Had the other World Class heels been around longer during 1983-1984, they might've become "unofficial Freebirds", too.
It helped that Garvin was real-life friends with all the 'Birds. To this day, Michael Hayes always likes to include "Jimmy Jam" as a sidenote to the original Freebirds. When he officially became a Freebird in WCW in 1989, it was easy to accept him as such.
I think the only other Freebirds of note would be Angel of Death and "Iceman" King Parsons, who both joined in World Class around 1987-88. Iceman's a bit of a question mark, as he formed his own stable, "The Blackbirds" with Brickhouse Brown (and some other guy whom I forget).
Anyways, it was tough to see Buddy Jack these past few years. He was sort of the George Harrison to Hayes and Gordy's Lennon and McCartney, but an essential part of the team nonetheless. RIP, Buddy.
Not that this would settle anything, but when the Freebirds are nominated for the WWE Hall of Fame (I was surprised they weren't already, when WrestleMania was in Atlanta a couple of years ago), it will probably just be Hayes, Gordy, and Roberts. Unless Hayes lobbies for Garvin to join them.
After all, when the Four Horsemen were nominated, they didn't nominate Ole, Luger, Sid, Benoit (of course not), Hennig, Malenko, or Paul Roma. Not that this settles anything.

That's the Ref turned wrestler guy. He was a World Class ref, got into it with the Birds and with Fritz's boys and got into the ring. I think he might have gone to UWF with Parsons too.
