Probably because people want Dolph pushed and not feuding with / putting over Santino & Funkasaurus, which is what he looks to be doing based off last Raw.

In the leadup to Mania, Rock noted that his past jobs to guys ended up not meaning much since those guys weren't then elevated after Rock left. It sounded like he was directly referencing his job to Hurricane, only to have Triple H completely squash Hurricane a couple of weeks later. So, who knows if Rock will be as willing to 'give back to the business' this time for Ziggler or another up-and-comer since Rock may have quite rightfully lost faith that his generosity will go anywhere.

I'll go with the last two as being almost inevitable no matter how much they have Johnny come out and play Lesnar's cheerleader.Don't get me wrong, Brock got .some. heat on Raw but I really get the feeling people don't want to boo him in this situation. The attempt to push Brock as the heel here feels contrived and unnatural.

Possibly VKM hoped a Cena loss at WM would make him seem more vulnerable, thus perhaps tricking the more smarky members of fanbase to feel more sympathetic towards him against Brock?

If so, epic misjudgement on Vinny Mac's part

I am going to disagree with you a bit. I am kinda with Cena on this. Mainly for all the shit, he said about Rock and boo on him for taking on last shot as Rock is out the door last night. All of that is true about Brock. Brock left in a rather ugly way, bashed wrestling and is only coming back due to the giant paycheck. I was also never a Brock guy, because I thought he was pushed too fast, too soon and I was kinda right. Yet, I think the bloody smirk on Cena won over a few fans. I will agree, a good chunk of the fanbase loves Lesnar and its going to take a large effort probably more than they did with Cena in the Rock feud to get Cena over. What that is I have no idea? I know that I will cheering for Cena.

That smirk irked me. It was the same old "I don't take anything too serious" look, now with some blood.
As Cena himself pointed out later, he enjoyed it.
But to me that doesn't make him a tough guy I can cheer for.

Heel or face, Brock will be booked as a monster.
The best thing they can do is have him destroy Cena.
Put him through a wall or two at the ppv.
And then have John actually sell it, damnit.

Brock's promo was good. Saying something like not needing any friends, and saying it was smart of John L. to get him back.
It keeps him a tweener for now, which is the way it should be (do dastardly things but allow the crowd to cheer for them)

They can't be so stupid as to think Brock is going to get booed against John Cena in Chicago of all places. It won't be the 90/10 from MitB against Cena, but I can't see Brock getting less than 75/25 of the audience at Extreme Rules.

Just an educated guess, but I'd think they'll build toward Brock/Punk at SummerSlam, and that's when you find out if linking Brock to Ace gets the heel reaction they want. Three or four months of Johnny wearing down Punk with "Evil GM Playbook 101" grueling Raw matches, and escalating the challenges until Punk is forced to take on Brock while running on fumes? That ought to do it.

I think the 3 guests was fine last time because the four men would be meeting in the main event of Wrestlemania a week later. Now, I say Rock should just go solo.
