I think the neighbors are using my wifi. I was going through some of the recommended steps and under Network properties advanced section, there's a tab marked "enable FIPS".
I've looked it up but I'm not so technosavvy, so I am not sure I know what enabling it would do. Can somebody who is obviously much smarter than me (which would be 95-98% of you) help me out?
FIPS, if I understand right, is an encryption standard. It'd make it harder for other people to intercept your data, but it would have no affect on their ability to log onto the network.

Those last two aren't fool proof - someone skilled and persistent enough could still slip in, but most anyone just looking for free access will look elsewhere. If they're still getting in after all this, then you're going to have more success talking to them than any technological solution on a normal home router.
just do the WPA. That will do the trick. I also limited mine to like 6 addresses (I have now pushed it to 8 with phones and tablets and itouches and rokus). I use a simple password that is hard to guess so I can tell people who come over if they want access. and I check it from time to time

Your router software should have a log that will show you devices currently active or maybe even historically using your network, just so you can confirm.
It may list IP address, or perhaps even device names.
