There are two others, though neither actually played in that Super Bowl.
Ronald Curry was a 7th round pick of the Raiders in '02. He was signed to the practice squad after final cutdowns, remaining there until they signed him to the active roster in week 9 against San Francisco. He returned 3 kickoffs for 73 yards and had a fumble. He was returned to the practice squad after the game.
Marques Tuiasosopo was a 2nd round pick of the Raiders in '01. One source claims he was the 2nd QB in 2002, behind Rich Gannon and ahead of Rick Mirer. The only game he played in was week 4, a 52-25 win over Tennessee. He played the last series of the game, handing off 3 times and taking a knee twice. He was with the team until 2007, when he signed with the Jets. But he returned to the Raiders this offseason, and is in his normal role: 3rd-string QB.
are the Pirates getting a pass because their latest management team is considered potentially competent and haven't had a chance to do anything too egregious yet?

Wah wah.. It has been 61 years since the Cardinals last championship, 1 playoff win in all that time with the same super bowl drought. Plus, we still have Bidwell around, at least you got rid of Millen

Pirates fall more in the land of irrelevant than joke. Without Matt Millen drafting wide receivers in the Top 5 every year the Lions fall back into that category as well, except for Thanksgiving when the country is subjected to them. The main reason the Clippers were a joke rather than irrelevant all those years was Elgin Baylor's annual appearance in Secaucus. The reason the Orioles are a joke turning into irrelevant is they revolutionized baseball with Camden Yards and somehow have turned the place into a 1/4 filled stadium on nights the Yankees and Red Sox aren't in town. The Raiders were one of the flagship franchises for the AFL/NFL through the 60's, 70's and 80's and revitalized at the beginning of this decade. Thus, the mental breakdown of Al Davis is must watch whether you hate the Raiders or like the Raiders. The Cardinals just are an incompetent team that makes up the schedule through the years.

Its not how many wins and losses(well mostly) the Raiders have had over the years. Its how many Head Coaches the Raiders have had over the years and how the organization is run.
I agree with CajunMan; as it goes, if a 1000 chimps spent a 1000 years at 1000 typewriters, the complete works of Shakespeare would get written. Whether or not the NFL is that complex, I don't know, but it's entirely possible a team can get all the way to the big game on a wing and a prayer, even looking all too dominant, just to have the bottom fall out to who wanted it more.
I also heard a tidbit on ESPN about JaMarcus Russell not the top choice of Davis, but couldn't find any links. However, Marcus Allen, JaMarcus Russell, one Marcus one a slight deviation, both with last names that are also first names, well...

The punishment for violating the policy could range from a substantial fine -- $250,000 or more -- to docking the Raiders one or more draft picks, or both, NFL sources told ESPN.
