So I've been removing old programs that I haven't or don't use and I noticed that I have dozens of MS Security Updates dating back to 2004. Do I need to keep them or can I remove them, so long as I have the current updates?

You need to keep them. Just uncheck the "Show Updates" box so you don't have to see them in the list. You can go into the Windows directory and delete the files from those updates(in hidden folders) if you are trying to save space but there are a couple of the folders you shouldn't so do a google search first if you try it.
