I can't imagine from an in-ring standpoint, why anyone would rather see Randy/Cena instead of HBK/Cena. You may not like Shawn on a personal level, but he brings it in the big matches every time.
And as much as I like Jericho, I don't see him coming back, and it would feel rushed/forced if he won the Rumble and got that spot, especially over guys who have been around all year.

Er, no he didn't. On both accounts.
Orton won the belt from Benoit, bombed as a face and dropped the belt to Trips a month later. His career has never recovered since, and his performances (both promo and in-ring) haven't exactly helped his case for the past year or so.

Orton's been booked abysmally since 2004, and a large part of his failure as a headline heel is down to that. If someone like Benoit or Jericho had been booked exactly the same way we'd never hear the end of it.
