If the WWF was a de-facto government agency by 2001, how come they couldn't stop the World Wildlife Fund lawsuit? I know it was in a British court, but they're supposed to be our allies. You don't see the Culinary Institute of America succeeding in making the Central Intelligence Agency change its name. (The Culinary Institute was founded in 1946 -- the Central Intelligence Agency in 1947!) Is this addressed in the book?
