Since it's the Palm Beach Post's gossip columnist reporting it (and not really the Torch, if you'll allow me to nitpick), I think we can safely assume it's not a work....which isn't to say they won't try to spin it just like they did with the Flair "road rage."
EDIT: Let me make it perfectly clear that I totally believe Vince did this and I'd never NOT believe a guy with a head shot as fabulous as Jose's.

Nod, but I lifted the link from an article on The Torch so I thought I should mention them. Seems to me Vince's (on air) character has become very unstable over the past couple of months. Playing a face in one segment and a heel 5 minutes later. While I considered that and his recent rants on taking it back to the "sex n drugs n rock 'n roll" days of pro wrestling to be a complete work. It seems that he is truly living out that angle. Didn't he once berate Bret Hart for not being able to seperate reality from wrestling?
Which brings me to another point. All of this seems to have started right after Vince caved in to Bret's demands to have full creative control over his DVD. Lately Vince has been making comments about not getting pushed around by anyone again. I've also noticed that the Ultimate Warriors DVD has been pushed the past few episodes of RAW whereas Bret's hasn't been mentioned at all. I wonder if Vince is so upset about caving in to Bret's demands again that he'd KO some of WWE's own merchandise, and take out his frustrations on his employees.
Any chance a south Florida W could find out the hours that Tanzibar is open, particularly on a Sunday evening? I ask this due to Vince's involvement in the PPV in Miami on Sunday night. Show ends around 11, I'm sure Vince is around the arena for a while afterwards and possibly partying with the boys in the hours after that. Even if he leaves at around 11:30 Eastern shortly after the show concludes, it is about a 75-90 minute drive from the area of Miami where the arena is located across 41 over to Boca on a 1 lane highway with Panther crossing signs. That means Vince arrives in Boca around 1 AM on a Sunday night/Monday morning. Now in Miami, I could see a tanning salon being open at that time, in Boca, I'm not so sure. If it is Saturday night/Sunday morning this would make more sense logistically. Now, would I be shocked if Vince did this? Absolutely, positively not. And, if he did it, Vince's pockets will probably be high 6/low 7 figures lighter. And, thanks to Jose, the next time the IWC decides to hold a 'Pitchforks and Torches Meeting', we can hold it near The Excelsior on South Ocean Boulevard.
Any complaints about the preceding post can be directed at the time traveling aliens who edited it.

When I saw the thread heading my first thought was '' thats so in character'' I half expected a Melina style work. Then on further reading I see it was ''outside'' work .
My initial feeling is that this is going to be Vinces lot in life. The character he portrays on tv will be melded into what people want to see outside ie where VKM may put his hand on a females shoulder to make contact, someone will see it as ''manhandling a woman'' because thats what they want to see.

Just for the sake of argument, let's say that Vince did grope that woman and he admitted to doing it. What's the punishment for "manhandling" a woman ? It isn't like he is going to go to jail or anything for doing that. Does he get a slap on the wrist ? A fine anywhere from $50 to $1000 ?

As you indicate elsewhere, "slap on the wrist" would seem likely. But it's quite possible there would be a civil suit.
Emphasis on "would be", since it does indeed seem unlikely that he would have been at that salon at that time.
Well, Stephanie has confirmed in the article that he was there.
While "no comment" might be the safest way to respond, there's nothing wrong with saying that he was there but that the allegations are "bizzare". If it's pretty much common knowledge around there that he visits that place, then you'd be stupid to try to deny it. Something like that is easy to prove, so why lie and start off as knowingly trying to hide *something* for some reason?

Are you sure Vince never ended up with a criminal record? I vaguely remember Sable, Chyna, Steroids, and Owen Hart. Although 3 of the 4 may have been civil suits. He does travel all over the world though so you're probably right.

Most professional wrestlers (especially in the 90s) have criminal records - mostly for assault or drugs charges. My source for that is my dad who works at the airport here. Anytime WWE is coming to town, the customs and security people always know about it and know who's coming in. So when they arrive, they already know who to take a second look at and/or talk to. You can still travel with a record, you just might be given a hassle at times or even refused. Plus, I'm pretty sure you can apply for some sort of work-related papers that ease the airport hassle.
I personally can't even fathom the possibility that Vince McMahon might grope a hot young woman who works at a tanning salon! If one were to make a list of the potential of all rich and powerful men in the world to commit such an act, surely, Vincent Kennedy McMahon would be dead last! Time and time again, the man has shown a deep and abiding respect for the status of women. Let me tell you, I've watched his fine programming for 15 years -- I'm racking my brain here and I can't come up with a single thing he's ever done or condoned that might suggest his propensity to do such a vile thing.
