They are announced on www.WWE.com/ppv/calendar a couple of months before. I doubt they will host Summerslam anywhere BUT USA. From what I hear the SS plan is World Championship: Chris Benoit vs. Triple H with no winner known. It will be decided at the time depending on how business is doing.
I doubt they'll do another PPV outside of North America, as spoilers are too rampant. It was fun back in 1992, but I'm not sure how well it'd work nowadays. If they tape ahead, the PPV results will be out on the internet in no time. If they air it live, the show will either air or take place at a god-awful hour due to the time-change.
The answer to WWE's financial problems...
Never 'Wiener of the Day', and is actually quite bitter about it.

What time do PPV's normally air in the US? We get them live in the UK at 1am, so I guess that makes it a 8pm bell time. I guess an 8pm card in the UK would mean a 3pm PPV. How did they handle it in 1992?
I'm still trying to get a source for the rumour (the guy who posted it is offline at the moment), but it is on www.prowrestling.com that it's thought to be down to Manchester or Toronto.
Im almost certain they will hold Summerslam at the Toronto Skydome after my research into it. There is a press release somewhere on wrestling observer from the head of WWE Canada basically saying that they want to have a large capacity crowd after the comparatively small WMXX elite crowd. I wouldnt really like it to be in Manchester anyway, I think WWE events should be in the US. All the UK events tend to suck hard, and our crowds tend to SUCK.

They're gonna hold it in the US or Canada, probably. That's all anybody really knows. While it makes sense that they'd want a big stadium (because that means big money), they've shown they'll opt for a smaller arena with bigger ticket prices.
NHL PLAYOFFS: TAMPA BAY leads MONTREAL 3-0; Game 4 is Thursday PHILADELPHIA leads TORONTO 2-0; Game 3 is Wednesday CALGARY leads DETROIT 2-1; Game 4 is Thursday SAN JOSE leads COLORADO 3-0; Game 4 is Wednesday
I dont think they will though. I think WWE greatly disliked the "hardcore" crowd that appeared to form for Wrestlemania. The tickets were expensive, and many fans travelled thousands of miles to be at the event, meaning only the most avid fans were there (as show in the Brock/Goldberg match). I think they will want to get back to the big arenas, big noise vibe. Especially as its Summerslam, which is notorious for big venues. I agree that it will be North America or Canada. I kind of hope its in the Skydome as that would make for a great atmosphere, but I heard the Blue Jays have a game on that day, and they sure as hell won't budge for noone. Air Canada arena maybe?
This would certainly back up what someone above said about Hunter/Benoit.
SUMMERSLAM VENUES AND YOU: 1988: Madison Square Garden [New York City] 1989: Meadowlands Arena [East Rutherford, NJ] 1990: Philadelphia Spectrum [Philadelphia] 1991: Madison Square Garden [New York City] 1992: Wembley Stadium [London] 1993: The Palace at Auburn Hills [Auburn Hills, MI] 1994: United Center [Chicago] 1995: Pittsburgh Civic Arena [Pittsburgh] 1996: Gund Arena [Cleveland] 1997: Continental Airlines Arena [East Rutherford, NJ] 1998: Madison Square Garden [New York City] 1999: Target Center [Minneapolis] 2000: Raleigh Entertainment & Sports Arena [Raleigh] 2001: Compaq Center [San Jose] 2002: Nassau Coliseum [Uniondale, NY] 2003: America West Arena [Phoenix]
Yep, TONS of big venues. Biggest capacity (excluding Wembley) is 25,000.

I've been to every UK event and tour since SS'92 and i KNOW that the UK fans don't suck. Every time a WWE superstar gives an interview about fans, UK always gets a mention as a highly respected place where the wrestlers get the reactions but are generally left alone outside the shows
True intelligence is the ability to admit you know nothing (or something like that)
If itīs true that Benoit/Triple H will headline Summerslam that would mean that they are giving Benoit a pretty nice run with the world title! Iīm really glad for him! Seems like heīs not just a transitional champion-Who would have ever thought that? It will also be interessting to see if Eddy Guerrero is able to stay the champ come Summerslam as well!? Personally I donīt know... Who could his next opponents be? Booker @ Vengeance & GAB? RVD @ Summerslam? But that would be face vs. face!? Booker vs. RVD @ Summerslam for the title? I donīt think so.... I really donīt know! SmackDown is pretty unpredictable right now with Angle, Brock, Show, Benoit and Edge gone and guys like JBL and DVon wrestling in main events! Probably Rico will wrestle Rikishi for the WWE title @ Summerslam!? What do you think could be the SD main event @ Summerslam?
I'd say Eddie Vs. Angle Part II is a near-lock for SummerSlam, given Kurt's recent comments and his near-suicidal dedication to getting healthy in the minimum amount of time possible.
What about Eddie Guerrero vs. John Cena? That's still a fresh feud I'd say, since I think they've only had 2 or 3 matches on TV. Or maybe they are saving that one for a bigger PPV. I just hope this Bradshaw crap is a one time thing like Hardcore Holly, though its bad enough they both got/get a world title match at a PPV.

Or perhaps Hunter gets it back before then, or Shawn gets it and then Hunter gets it from him, and Benoit regains in Toronto. I hope to God Triple H doesn't beat Benoit in Canada.
I'd tell you to kiss my ass, but I don't want to get it infected.
Who knows what the Main Event will be? They could have had plans for Angle/Lesnar at Judgement day a couple of months ago and look what happened.
One thing I do notice is that all guesses are feuds that have already happened. Could someone new be in the ME picture, like Orton, Benamin or Edge on Raw and...um... Haas? on Smackdown.
The Talent have been great about playing to the fans. Christian is one of my favorites, but he did something really gay at this houseshow I was at. I started a "Christian's Gay" chant, and he just looked at us for a while.
